Civil Enforcement Officers (CEOs)

We run regular patrols of all our car parks across the District, and every car park has signs explaining the conditions of use and tariffs for that location. Civil enforcement officers (CEOs) have a difficult but important job in ensuring that our Council-run Car parks are maintained and used appropriately by all users.  

Whilst they are Civil Enforcement Officers, Parking Enforcement forms just a part of their role, as they also carry out maintenance of the parking machines, give out information and advice to visitors, and ensure the car parks are operating correctly whilst supporting other Council works or events that may be taking place.

Numerous factors are taken into consideration before the Civil Enforcement Officer issues a PCN, and each vehicle inspected is always treated without prejudice and in line with the Terms and Conditions of the car parks. 


Zero tolerance to abuse

While we appreciate nobody wants to receive a Penalty Charge Notice, it is important that our staff are treated with courtesy and respect.

This means that inappropriate, aggressive or violent behaviour towards our staff will not be tolerated under any circumstances. 

Our CEOs now wear body cameras for their protection. These devices will be activated if the officer feels that a situation is escalating and that a person’s behaviour towards them is no longer acceptable.

Anyone demonstrating these behaviours towards our CEOs could be reported to our Anti-Social Behaviour Officer, and this may also lead to the police getting involved. 

We understand that you may not like the job CEOs do, however, we feel sure that you will understand that unacceptable behaviour towards any Council employee is not the solution.
