When can I sign up for the resident discount scheme?
You can sign up at any time from February 2025 in advance of the scheme beginning on 1 April to be ready for go live. Each application is valid for one vehicle registration.
From 1 April you will have access to discounted parking tariffs for 12 months. All applications received after 1 April will be valid for 12 months from the point of joining the scheme. Once the application has been processed and you have been approved for a permit, you will be able to access the scheme from the next working day.
The discount scheme will go live from 1 April 2025. If you sign up before this date you will not be able to access the discount until 1 April 2025.
A £5 administration fee will be charged per application submission, so please take care to ensure that your information is correct, and you have supplied all necessary documents.
What happens if I do not have the ability to apply online for the resident’s discount scheme?
There are various ways to apply for the resident discount scheme. The easiest and most efficient way would be to apply through our website using the online application form. However, if you do not have access to the internet, you can call our customer service team on 01803 861234 or visit our office at Follaton House, Plymouth Road, Totnes, TQ9 5NE where we can assist you with your application. You will still need to provide the required documents by either bringing them to the office or posting a copy.
Guidance on applying for the scheme
Make sure you know your vehicle registration and have a copy of the required documentation on your device ready to upload, then click on the apply now button at the top of the page.
- You will first be asked to enter your vehicle registration mark, as it appears on your V5C (logbook)
- The application will then check these details and ask you to confirm they match your vehicle.
- Clicking next will then bring you to the point of uploading a photo/copy of your V5C, Lease Document or Motability Document.
Please note that you can only upload one file. If you make an error, you will need to remove the incorrect file using the ‘Delete’ button to the right of the file uploader and try again.
- Moving to the next page of the application you will then need to supply your details, Name, contact number and email address.
- Finally, you will need to enter your address. Only vehicles registered to residential addresses in the South Hams District are valid. Vehicles registered to addresses paying business rates only are not eligible to apply.
Please take care to enter your address carefully into the address finder. Only residents of addresses within the South Hams that are registered with South Hams District Council for Council Tax are valid.

- You must then read and accept our privacy policy and review the information you have provided before continuing to make payment to finalise your application.
The £5 administration fee applies per application, and we would ask you take care to double-check all your information is correct at this stage before making payment.
If your application is unsuccessful you will have to make a new application and pay again.
- Finally, you will be transferred to the Council’s Payment system and once payment is completed you will receive an email acknowledgement of your application.
