Using the Penalty Charge Notice (PCN) Portal

You have the right to challenge a PCN if you do so in time with the process outlined earlier in the guide.

The easiest way to do so is through our PCN Portal on the link at the top of this page.  From this portal you can view the details and location of the PCN issued to your vehicle, and the supporting photos taken by the officer. 

To access the Portal you will need your PCN reference and your vehicle registration mark (VRM).


What options are on the Portal?

Once you are logged in, you can choose to ’Pay the PCN’ or to ‘Make a challenge’ using the menu options along the top of the portal page. You can also use the menu options to view information on the PCN.

The Portal Menu: 

  • Main Display Page: Here you will find an overview of the PCN, the date, time and location it was issued, and the offence it was issued for.
  • View Map Location: If data is available a map will show to remind motorists of the approximate location and area for reference purposes ONLY. These maps are separate to the Council and may not be up to date.
  • View Images: You can view any supporting photographs taken by the Enforcement officer at the time of the contravention.
  • Make a challenge: Click on make a challenge and fill out your details to submit a challenge explaining why you believe the PCN should be withdrawn.
  • Key Events: View the timeline and key dates and actions that have occurred on the PCN so far. 
  • Pay PCN : Click here to make payment for the PCN. Remember once a PCN is paid you are no longer able to challenge 

If making a challenge please relate the information you are providing to us back to the PCN and the contravention that has occurred. 

If you have additional supporting documentation or evidence, you can upload these as part of your submission. 

Once your challenge is successfully submitted the PCN will be placed on hold while the team reviews your grounds of appeal. You will then be contacted with the outcome via one of the contact methods you provided.

If you have submitted your challenge but have forgotten to include a piece of information, you can log back into the Portal and you will see an new option in the menu for adding further information. 

Please note that all challenges and representations must be submitted in writing. We cannot accept verbal submissions over the telephone.


Having difficulty using the Portal? 

If you are having difficulty accessing the PCN Portal to challenge a PCN, in the first instance please double check your information. All our PCN references will begin with MH. Your vehicle registration must also be accurately entered without spaces.
