The Plymouth, South Hams and West Devon Local Planning Authorities’ 5 Year Housing Land Supply Position Statement 2024
The Plymouth, South Hams and West Devon 5 Year Housing Land Supply Position report sets out the five-year housing land supply assessment for the period 1 April 2024 to 31 March 2029. The 5 Year Housing Land Supply is measured against the Joint Local Plan Housing Requirement and is consistent with the current National Planning Policy Framework and Planning Practice Guidance. The Government has recently consulted on proposed changes to the National Planning Policy Framework, however they remain proposals at the time of publication and subject to change as a result of consultation responses. Therefore the proposals may or may not be implemented or subject to further amendment.

What is the 5-Year Housing Land Supply?
Local Planning Authorities should identify a supply of specific deliverable sites. This should be sufficient to provide a minimum of five years' worth of housing against their housing requirement, as set out in adopted strategic policies. In cases where strategic policies are more than five years old, this should be against their local housing need.
The 5-year HLS Position Statement should be updated annually. It should also include an appropriate buffer.
