Off-Street Parking Places Amendment Order

Amendment Order Number 1 of 2022

NOTICE is given under Regulation 7 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (SI 1996/2489) that South Hams District Council ("the Council") intends to exercise its powers under sections 32, 33 and 35 of the Road Traffic Regulation Act 1984 ("the 1984 Act") and any other enabling powers to make the South Hams (Off-Street Parking Places) Amendment Order No 1 of 2022 to:

  • A new car park to be named as Dartmouth Health Hub car park and incorporated into the Order
  • Introduce pay & display charges at the Dartmouth Health Hub car park

The Council has made a copy of the proposed Order, plans showing parts of the highway and areas affected by the Order and the statement of reasons for proposing to make the Order available for public inspection on the Council's website at www.southhams.gov.uk.  Alternatively, if you require a copy to be sent to you free of charge please call the Council on 01803 861234 or email a request to Parking@swdevon.gov.uk.

Any person wishing to make objections or representations in respect of the proposed Order or any provision in it, must do so in writing or by email.  Any objections or representations must be received by 5.00 p.m. on 30 March 2023, and specify the grounds on which they are made. Such objections or representations should be sent to the Principal Assets Officer at Follaton House, Plymouth Road, Totnes, TQ9 5NE or by email to Parking@swdevon.gov.uk.

Statement of Reasons

In accordance with its general function as to the provision of off street parking places within the district and its ongoing responsibility to review such arrangements the proposals detailed in the Public Notice and contained in the proposed Order have been made:

1.1. A new car park to be named as Dartmouth Health Hub car park and incorporated into the Order

1.2. Introduce pay & display charges at the Dartmouth Health Hub car park in accordance with Appendix A

1.3. Amend the pay and display charges in Dartmouth Park & Ride car park in accordance with Appendix B

1.4. Introduce Dartmouth Health Hub Reserved Parking Permit for Health Hub staff use (staff & authorised visitors to be administered by NHS)

At the meeting of the Executive on 18 July 2019, it was agreed to support the delivery of a Health and Wellbeing Hub in Dartmouth. The project is now near to completion and this Notice of Proposal proposes to introduce pay & display charges in the new Dartmouth Health Hub car park in accordance with Appendix A. 

It also proposes to amend the parking charges in accordance with Appendix B at Dartmouth Park & Ride in the low season (1 November to 24 March) and introduce a Dartmouth Health Hub reserved permit for Health Hub staff only. 

These proposals will enable the Council to continue to manage off-street parking in an efficient and effective manner and without these updates to the Off Street Parking Places Order, enforcement will not be possible in respect of the additions and changes to the Parking Order.
